Lipsett Lake Association Fall Meeting
September 3, 2016
The general meeting of the
Lipsett Lake Association was called to order by the President, Greg Heber, at
9:01 AM at the Lipsie Pines Tavern.
Approximately thirty-eight members were in attendance. Greg opened the meeting and thanked all for
attending.
Bruce Nelson presented the
minutes from the spring 2016 meeting. A
motion to approve the minutes was made by Peyton Ray, seconded by Jon Hansen,
and approved by unanimous voice vote.
Tom Boehne presented the treasurer’s
report highlighting the net income and detailing the revenue and expenses from
January 1, 2015 through September 2, 2015, and the period January 1, 2016
through September 2, 2016. Tom also
presented the statements of cash flows for the same preceding periods. A motion to approve the reports was made by
Mark Schlitter, seconded by Donna Twining, and approved by unanimous voice vote
of the membership. Tom was asked if
additional grant money was to be received for this year from the Wisconsin DNR
for the Clean Boats/Clean Water program participation, and he stated an
additional $3,000.00 is expected.
Committee Repots
Children’s Fishing Contest – Snyders
Chris was not present due to work commitment.
Loon Ranger – Donna Twining Donna
reported that only one of the two seasonal loon offspring survives at present.
Several members commented on the apparent lessor number of eagles present or
being sighted on the lake this year. It
was also noted that the long standing west side eagle nest atop a tall white
pine appears abandoned.
Fundraising – Tanya Ives The dock-out service costs $2 per foot and
$50 per boat lift. This year we raised
over $1,000.00 from this event. This
year’s volunteers were split into two groups.
We always need more people! We
need pictures for the 2016 calendar, which should be submitted to Chris Snyder
for the blog. The picture should also be
emailed to Tanya. Please check the blog
for information on submitting photos. A
guest at the corn and brat feed won the 50/50 raffle and generously donated the
winnings to the lake association.
Lake Management – Bob
Baker Bob noted that this Labor Day
weekend will conclude the CBCL monitoring at the public access for the
year. Four lake property owners were
approved and received grants under the Healthy Lakes Program for water runoff
improvements made on their sites. We
also had four attendees to the Northwest Lakes Conference held this year at the
Spooner High School and were reimbursed for their attendance. Bob related many comments concerning high
levels of lake plant growth this year.
The “bumper crop of weeds” was caused by 200 growing days above normal
and warm temperatures. We have
experienced heavy rain this summers which rival the record year of 1987. The recent clarity was measured at 5 feet due
to this weather. Bob reported at least
12 Purple Loose Leaf plants in the southeast side of the lake near the
landing. Bob and Greg cut and sprayed,
but they may need to remove root balls to effectively eradicate. Early fish kills reported this year were
mostly pan fish. 10,000 walleye
fingerlings were released in the lake this spring by the St. Croix Tribe.
Membership – Ruth
Baker and Grace Huth Grace and Ruth
to send emails to members who haven’t paid dues, if we have email addresses. We currently have 93 paid members. They are contemplating a return to letters to
request dues and extoll benefits of our association.
Social – Greg
Heber Greg announced the winners of
the July 4th boat parade:
Patriotic – Hoffmanns first & Schlitters second. Original – Groves first & Nelsons
second. This year plaques were presented
to all winners. A reminder was made
about the twilight boat parade this evening.
The annual golf scramble is slated for September 11th started
at 10:30 AM. The annual Christmas party
is scheduled for December 3rd.
President’s Report
The aquatic plant management requires a new plant mapping
last done in 2009. We have to redo the
mapping by 2019. There is some thought
about moving it up to next year. Greg
has been thinking of new ways to fund lake protection of invasive species and
provide funding for cleanup or eradication of invasives if they are introduced
into the lake. Dealing with these
actions could be very costly and require monies lake residents by themselves
cannot fund. Greg believes we need to
come up with ideas to fund possible problems from outside sources. In other words, public funding. He believes it is a matter of when, not if,
problems occur. Bob Baker has
investigated placing cameras at the public landing as an alternative or
addition to actual personal monitoring.
There was some discussion about the possibility of privatizing the lake,
but this does not appear to be feasible or advisable due to the loss of DNR
grants. Greg proposed that we attempt to
train approximately 20 people to identify invasive plants and animals to be
ahead of any problem. Greg also proposed
a “survey monkey” initiative to identify and prioritize lake residents’
concerns.
New Business
An increase in the amount of lake
association annual dues was discussed.
We now and in the future will have greater needs to support lake
management and prevention or resolution of lake problems. A motion was made by Peyton Ray to raise the
annual dues from $25.00 to $50.00, seconded by Scott Lundgren, and was approved
by unanimous vote. Greg Heber was
elected President, Mark Schlitter was elected Treasurer, and Rick Pearson was
elected Director by unanimous vote. Greg
also updated members on continuing plans for meat raffles at the Lipsie Pines
Tavern to increase the associations fund raising activities.
Old Business
Bob Baker noted that the public access bulletin board was
redone by Tom Boehne and Hansen’s. Let’s
all utilize this asset more. Concerning
the use of rental trailers in the spring and fall, Payton Ray noted the risk of
introducing invasives. A future
discussion of an association owned trailer for safety and fund raising should
be on the table.
Meeting was adjourned
